yeah but that's not "authority" as the question defined it. here you mean it as expertise; there, it's synonymous with power: "people in power". a mechanic may be an expert on engines, but it doesn't have power over them-- "hey you, i command you to run"-- let's not stretch metaphors.

"authority" in the context of the question however has the connotation that the power is legitimate-- which is another story.
