i used bleach over permanent red hair dye (the hardest shit to get out of your hair ever) to dye it hot pink
however. hot pink and turquoise are two different things. if it's yellow/orange you can still dye it pink. if it's yellow and you try and dye it turquoise it will turn green or god knows what colour. my advice would be not to do it.
