That's true. But with the extreme laziness and apathy found in schools, without tests students wouldn't learn anything. The only time they try is when a test is coming up. Less motivation, you see.
The standards on tests should be raised, but I guess that's what you hinting at. Since they won't be raised, they should be eliminated.
