So councils get less money whilst evil governemnt appropriates even more.

I do know peole working for our council whowere once very passionate but have just been worn down by the system of inaction and corruption. Good things don't get done because they are very deliberately prevented from happening, in favour of more power-grabbing measures that benefit, ultimately, no-one.
