British philosopher J.R. Lucas agrees with Langer that perception is based upon the creative and formulative process of decision-making. He argues further that there are no abstract facts or events to form decisions, rather internal decisions form and shape the world of external facts and events. We live in our memory of events and our interpretations of facts, and according to Lucas this all an internal, creative decision.
