i say NO, because the term is used solely to describe bands that came directly after the "punk explosion" in the 70s and because there is no specific SOUND associated with post punk, bands today cannot be classified as post punk because the term is used to describe an era.

Is postmodern art/literature technically a style, not an era? I thought it was, but now that I was about to use it for my point, I'm not sure.
